USACE Homeowners Assistance Program

What is HAP?


The Department of Defense (DOD) is proud to offer the Homeowners Assistance Program (HAP) to eligible service members and federal civilian, including non-appropriated fund, employees. The program is authorized by law, and administered by the US Army Corps of Engineers (USACE) to assist eligible homeowners who face financial loss when selling their primary residence homes in areas where real estate values have declined because of a base closure or realignment announcement.

The American Recovery and Reinvestment Act of 2009 (ARRA) temporarily expands the HAP to assist service members and DOD employees who are wounded, injured or become ill when deployed, surviving spouses of service members or DOD employees killed or died of wounds while deployed, service member and civilian employees assigned to BRAC 05 organizations, and service members required to permanently relocate during the home mortgage crisis.

How will this program help you?

The ARRA expanded Homeowners Assistance Program was designed to assist active duty military, DOD personnel, wounded warriors and surviving spouses with the sale of their home within the current declining housing market. The program is designed to assist eligible applicants with the difference between the current mortgage balance and the sales price of the home enabling the sale of the home without having to obtain a lender short sale and damage your credit. The program also assist with the Seller's Realtor fees and approved closing cost.

There are several benefit types within this program: Government Acquisition, Private Sale Augmentation, Private Sale and Private Sale Short Sale.

What is the Criteria?

The following guidance relates to Military homeowners that are PCS'ing. 

    1. Relates to Military personnel only

    2. Must have PCS orders dated 1 Feb 2006

    3. Must have purchased their home prior to 1 July 2006

    4. Individual home values must have declined at least 10%

    5. Property must be their primary residence--Primary Residence when stationed where home is located--not purchased as Investment/Rental home--if you have PCS'ed and had to rent your home it will still qualify for the program

    6. Must relocate 50 miles from their current residence and duty station

    7. Must sell their home after 1 July 2006

    8. Can only receive benefits only once under this program
